Athens City Council will determine the expectations of the proposed Halloween event planner in a resolution separate from the ordinance allowing for the creation of the position, council members decided Monday.Council members will vote on the proposed event planner for the Halloween street party during next week's council meeting.
Although some council members had suggested providing minimal guidance to Service-Safety Director Ray Hazlett concerning the proposed event planner, Hazlett requested more direction from council.
I need to know what the person is supposed to accomplish'not just a list of tasks' in terms of outcomes and results
Hazlett said. Otherwise I'll continue to do what we have been doing which is keep people safe.
City Council members must meet with Hazlett this week to discuss these goals and guidelines, said Councilwoman Carol Patterson, D-at large.
In other council news, the cost of summer street maintenance projects is about $56,450 higher than the $450,000 budget, Hazlett said.
The contractor bids for brick rehabilitation for East Union Street and the Alden Library side of Park Place were a large part of the added cost, adding almost $30,000 to the initial estimate, according to documents from the Athens Street Department. Brick rehabilitation is a way to strengthen the road base at a lower cost than completely rebuilding it, Hazlett said.
The city will not re-bid the projects because the additional costs are still within the 10 percent allowance for the $450,000 budget, Hazlett said.
Council is also moving forward to provide business owners with daytime garage permits at reduced rates for their employees.
Larry Payne of the Athens Chamber of Commerce will assess how interested business owners are in the permits, Patterson said.
The employee hang-tag system would cost $1.40 per tag and would help fill the 150 open spaces in the city parking garage, according to an e-mail sent to Hazlett and Patterson by Paula Moseley, a city employee.
At the next meeting, Council also will consider allowing the ARTS/West Performing Arts Center, 123 W. State St., to service alcohol through an amendment to the ordinance that allows the Athens Community Center to serve alcohol for special events.
The community center's policies allow for beer and wine to be served by licensed caterers at special events as part of the room rental agreement, Patterson said. ARTS/West would be subject to similar rules.
