Chairwoman accusedof misreported funds

A complaint filed yesterday with the Ohio Elections Commission against Athens County Democratic Chairwoman Susan Gwinn cites three counts of misreported finances from her 2008 primary campaign for county prosecutor.

The first count states Gwinn did not report a $7,500 loan placed in her personal bank account on Feb. 8, 2008. By transferring the money into her personal account

instead of her campaign account (Gwinn) attempted to conceal the source of the loan according to the document.

In the second count, a relative of Gwinn purchased $20,000 in money orders, which were deposited in Gwinn's personal bank account before being transferred to her campaign account, according to the complaint. The money orders, purchased on two days in February 2008, were bought from seven different locations. No individual order exceeded $3,000.

Any person purchasing $3,000 or more in money orders is required to complete a Funds Transaction Report, according to United States Code. The complaint alleges these transfers were designed to conceal or misrepresent the source of the donations.

The third count states Gwinn did not file money received prior to the pre-primary report filing date, holding it in her personal account until after the deadline.

Special Prosecutor Dave Yost suggested the commission impose a fine, with the option of pursing criminal prosecution.

The Post could not reach Gwinn at press time.
