Faculty Senate to discuss possible censure of McDavis

Faculty Senate will debate 12 resolutions at its meeting tomorrow night, including one to approve the president's compromise on health care costs and one to censure he and his top officials for violating the Faculty Handbook.

Ohio University President Roderick McDavis put forth a health care proposal that includes no premium increases after Faculty Senate rejected Budget Planning Council recommendations that would have upped premium costs, among other changes.

McDavis's plan does include some Budget Planning Council suggestions, such as increasing the price of an office co-pay, increasing co-insurance limits and requiring employees to purchase generic prescriptions.

Although a resolution from the Finance and Facilities Committee of Faculty Senate calls for approval of this plan, a resolution put forth by Arts and Sciences Senator Ken Brown calls for the censure of McDavis, Executive Vice President and Provost Kathy Krendl and Vice President for Finance and Administration Bill Decatur.

Brown alleges in his resolution that OU's top officials have ignored the Faculty Handbook, which faculty members argue is part of their contract. The handbook requires senate approval on any changes to employee health care contribution rates, a clause administrators say is not binding.

Brown's resolution also criticizes the administrators for not including faculty in talks of academic reorganization, adding, these actions undermine any pretense of shared governance at Ohio University.

A vote to censure would be a formal expression of senate's disapproval in the administrators' actions. The motion to censure will be introduced for a first reading, not as an action item.
