Three landlords found guilty of failing to submit landlord-tenant agreements appealed their cases last month.
Penelope Plesset, David Sturbois and Judith Edinger pleaded no contest to charges that they didn't submit the forms, which explain city regulations to renters. The forms, designed for
student renters, explain garbage, party and parking rules.
The landlords, represented by attorney Adam J. Baker, argued the forms intruded on the privacy of renters and violated other legal principles. Baker would not comment on the case.
In February, Municipal Judge William Grim ruled the city could require landlords to complete and submit the forms, but couldn't exempt apartment complexes from the rule. After the ruling, Mayor Paul Wiehl said the city would begin enforcing the ordinance at buildings with more than 10 residents.
Any landlord found guilty of failing to submit the form, a minor misdemeanor, must pay a small fine. During the appeal, all fines levied against the three landlords will be delayed, pending the outcome of the case.
