The Parking Services building should be renamed Parking Enforcement. There are no services actually being provided in that building.
The only thing provided to the people who walk into that building is a headache. Heaven help the poor souls who actually commit their arbitrary infarctions and are blessed with inconvenience of dealing with Hitler and Stalin behind the service desk.
