Man who robbed Peoples Bank to serve four years

Peoples Bank officials watched a man admit to robbing their bank in July and receive a four-year prison sentence Tuesday.

Emmanuel Arocho, 31, was charged with one count of robbery, a felony of the second degree.

“Arocho walked into Peoples Bank, (801 E. State St.), and handed a teller a note instructing her to give him money from her drawer and not to activate the alarm,” according to a release from Athens County Prosecutor Keller Blackburn’s office. “Arocho left the bank with $3,150 in cash and was unarmed.”

He turned himself in to the Athens Police Department a few days after the July 8 robbery.  Police had confirmed that Arocho was the man from the bank’s surveillance camera, according to a previous Post article.

Arocho, a combat veteran, is eligible to apply for judicial release in six months, according to the release, but the state will oppose any application until at least one year, pending a warden’s report and admission to a community-based correctional facility or Veterans Affairs program.

Arocho is also ordered to pay restitution within his four-year sentence and will have to complete three years of post release control.

Bank officials, who were present at the hearing, were happy with the resolution, according to the release.

Arocho was treated for heroin use at O’Bleness Memorial Hospital in September, according to a previous Post article, a violation of his prison terms. However, court documents do not list any requirements for drug treatment.

Arocho is ordered to report to the Southeastern Ohio Regional Jail on Oct. 21 and will be transported to another prison.
