Athens City Council President Bill Bias yesterday formally welcomed two new council members, appointed positions and added a new committee within council.
Bias named himself head of the new University Liaison committee, which will deal with the numerous issues that have occurred between Ohio University and the city of Athens. The objectivity of some council members who also work for the university recently came into question after the Ohio Ethics Commission recommended three OU employees on council not to vote on the proposed Stimson Avenue retirement center.

Bias said of appointing himself head of the new committee.
Bill Bias also appointed the new heads of other committees within council.
Jim Sands, D-at large, was appointed the new head of the finance committee. Carol Patterson, D-at large, was appointed the new Arts and Recreation committee. Bojinka Bishop, D-2nd Ward, was appointed the new head of the Communication committee. Nancy Bain, D-3rd Ward, was appointed the new head of the City Service committee. Paul Wiehl, D-1st Ward, was appointed the new Environment committee head. Amy Flowers, D-at large, was appointed head of the new Transportation committee head and Deborah Phillips, D-4th Ward, was appointed the new head of the Planning and Development committee.
Each committee of council is made up of three members of council and will deal with particular issues within the city.
