Arafat calls for end to violence in Israel

RAMALLAH, West Bank -

Arafat said.

Arafat has made such statements in the past, but he faces growing calls among Palestinians to make concrete moves to end the bloodshed.

Israel, also under pressure to end the violence, said it is ready to give Qureia a chance.

If he will bring about quiet Israel will not oppose this said Zalman Shoval, an adviser to Prime Minister Ariel Sharon. He said he expected Sharon to meet with Qureia soon, although nothing has been set.

Shoval said the Israelis are concerned about the continued leadership of Arafat, who has been accused by Israel and the United States of fomenting terrorism.

Qureia urged a return to peace talks based on President Bush's road map plan.

To the Israelis

we want peace and security and independence that will not be realized unless we work together

Qureia said. Let's help each other stop this cycle of hell.

His new government will be sworn in immediately if lawmakers approve it, ending a two-month Palestinian political stalemate that has stymied talks on stopping the conflict and implementing the U.S.-backed road map.

Qureia said he seeks a timetable to implement mutual obligations of the road map

beginning with an agreement for a mutual and comprehensive cease-fire.

Israel and the Palestinians have ignored their key obligations under the peace plan, and Qureia repeatedly has said he will not forcibly dismantle militant groups.

Qureia's speech included some harsh criticism of Israel's policies. He called on Israel to stop Jewish settlement of the West Bank and Gaza and the construction of a security barrier -

for our sons and grandsons ... instead of violence and terrorism

Qureia said.

The road map -

there will be less hope than before.

Qureia said the Palestinian leadership has made mistakes over the past three years and must move quickly to correct them.
