Joy Padgett, former director of the Governor's Office of Appalachia, was sworn in as senator for the 20th District Jan. 14.
She replaces James Carnes, who resigned in December to take a job in the Ohio Department of Natural Resources.
Education, the economy, and improving technology in the area are her top goals, Padgett said.

The 20th District includes Athens, Coshocton, Guernsey, Meigs, Monroe, Muskingum, Noble and Washington counties.
Padgett, a lifelong resident of Coshocton, is a former state representative and schoolteacher.
She is chair of the Financial Institutions Subcommittee and vice chair of the Agriculture Committee. She also sits in the Finance Committee, which is responsible for the state's budget, and the Highways and Transportation Committee. 17
