A criminology major told me that a police officer had told him that a very substantial (within the realm of 50%-75%) part of the department's income came from arresting and fining underage drinkers who had most likely done nothing to disturb peace and order. All the while, dangerous drugs are being sold and a myriad of other serious problems in the community are not addressed because police officers can walk two feet outside their building and pick any random person and slap a fine on them with ease. The serious problems are not addressed adequately. Please consider how money has degraded the quality of the police department and various other government institutions/bureaucracies.
